It develops e-learning prototypes that can operate on multiple systems and platforms that are likely to become available both in learning centres and homes.

It is a creative incubator providing development support for local partners who submit ideas and undertake projects.

It is a catalyst in the development of engaging e-learning products and services.

It secures the direct participation of members of the community in the key aspects of its work such as the provision of content, support services and the management of facilities.

It will enhance and protect the cultural heritage, including that of minority groups, by working with community groups to make effective use of cultural heritage as a source of content. This will include content in at least four ethnic minority languages. Through this means it aims to help those who otherwise are likely to be non-participants, engage in e- learning both for developing key skills and as a first step towards further work-related competence development.
